In
September 1981, prior to the official affiliation with Hercules, the
City of Tsushima officially adopted the seal shown at the left, as the
symbol of this sister city relationship. The seal consists of the
designs of "Kuromatsu" (black pine tree) as a city tree, and "Fugi"
(wisteria) as a city flower, against the blue background that
symbolizes the Tennoh River the City of Tsushima.

Beginning in 1991, members of
the Hercules Sister City Association (HSCA) in coordination with City
of Hercules staff have been welcoming officials, citizens and students
from Tsushima. The visitors are provided with tours of Hercules, visits
to area schools and nearby attractions and host families as
necessary. And, beginning in 1998, HSCA started recruiting,
selecting and preparing Hercules Youth Ambassadors to represent
Hercules on a trip to Tsushima. They have been accompanied by
adult members of the Hercules community, some of whom serve as
chaperones.
In late 2009, the Mayors of Tsushima and Hercules, with the concurrence
of each city’s sister city organization, agreed to conduct future
visits on an every-other-year basis. Therefore, delegations from
Tsushima will visit Hercules in the “even-numbered” years (2010, 2012,
2014, 2016, and so on) and Hercules delegations will visit Tsushima in
the “odd-numbered” years (2011, 2013, 2015, 2017, and so on).
